Nice to meet you. My name is Rikimoto Otsubo, a Gyoseishoshi (Certified Administrative Procedures Legal Specialist) and the representative of “Yumeikai Gyoseishoshi Office.”

I was born in Sendagi, Tokyo, and raised in Katsushika. In graduate school, I specialized in Taiwanese politics and earned a Ph.D. in Political Science. While working as a university lecturer, I obtained my Gyoseishoshi qualification out of a desire to “use my own abilities to contribute to society.” In 2003, I began my career as a Gyoseishoshi.

In the first half of my career, I co-founded a nationwide Gyoseishoshi corporation specializing in filing applications for residual disability compensation under the compulsory automobile liability insurance system. I developed a unique support model and dedicated myself to assisting traffic accident victims. After amicably leaving the corporation, I established my own office in Nihonbashi in 2018.

The name “Yomeikai(in Chinese “Yangmingkai”)” reflects my desire to create an office that is “as bright(mei) and open(kai) as the sun(yo).” It also expresses my connection with the Sinophone world, drawing inspiration from Yangmingism and Mount Yangming. Thanks to these ties, I now receive many inquiries from business owners and investors from China, Taiwan, Hong Kong, and Southeast Asia. I provide support across a broad range of areas, including residency status (VISA), company establishment, investment, and M&A.

Beyond the scope of standard Gyoseishoshi services, I take a business development and project management-oriented approach. As a “Gyoseishoshi + Project Management Partner,” I value working side by side with clients. Having once managed a company myself, I strive to be a Gyoseishoshi who truly understands the mindset of entrepreneurs.
